The calls

What is Axel PR Final Expense Calls?

Axel PR Final Expense Calls is Axel PR's program for licensed final expense agents. It sells live, exclusive inbound calls from people who dialed after seeing a final expense ad. Each call rings one agent, licensed in the caller's state, and comes with the ad, the recording and the billing decision. The agent agreement and billing are with Keel, Axel PR's final expense calls partner. Callers never see the Axel PR name: they see the consumer brand on the ad they answered.

Are these calls shared with other agents?

No. Each call rings one agent. Our calls come from ads Axel PR runs itself and are never sent into a shared call exchange, never transferred to a second agent, and never resold after you take them. The receipt for every call says Sold: 1 time, to you.

Who are the callers?

Mostly people 50 to 85 asking about life insurance to cover funeral and final costs, plus adult children calling for a parent. The greeting asks who the coverage is for and which state they live in, and both answers show on your receipt before you say hello.

Are these real inbound calls, or transfers from a call center?

Real inbound calls. The caller dialed the number on an ad we ran. There is no outbound dialing, no purchased list and no call center between the caller and you: a recorded greeting of about 20 seconds, then your phone rings with the caller still on the line.

What products fit these calls?

Final expense whole life: simplified issue, graded and guaranteed issue. Agents appointed with several carriers of each type place more, because the caller's health answers decide which product you can offer.

Do you have Spanish-language calls?

Yes. Callers choose Spanish in the greeting and are routed only to agents who set Spanish as a language. If an English-only agent ever receives a Spanish caller, that is our routing error and the call is credited.

What close rate should I expect?

We don't promise one, and you should be wary of anyone who does. Vendors publish 15% to 25% close rates for exclusive inbound final expense calls (October 2026), but those are self-reported and usually leave out agents who quit. Your results depend on your skill, your carriers and the hours you take calls. We will publish our own numbers, with sample sizes, after 30 days of live calls.

How long do you keep recordings and records?

5 years: every ad, greeting script version, recording, routing decision and billing decision. That matches the recordkeeping period in the FTC's Telemarketing Sales Rule, and it means the receipt you see today is still there if a question comes up later.

Who runs Axel PR Final Expense Calls?

Axel PR runs this program for licensed agents, with Keel, its final expense calls partner. Axel PR Final Expense Calls sells access to inbound phone calls to licensed insurance agents. It does not sell insurance to agents and does not guarantee sales or income. Agent agreements, billing and card charges are handled by Keel, Axel PR's final expense calls partner.

I have traffic or calls to sell. Is this page for me?

No. This program is for licensed agents buying calls. If you run ads or have callers to sell, see Become a Publisher at axelpr.com/exclusive-calls/publishers, where payouts are set per vertical and confirmed in writing.

Prices, credits and refunds

How much does a call cost?

$65 per billable English call and $65 per billable Spanish call from digital ads, and $70 for a call from a TV or streaming (CTV) ad, in either language. Every call uses the same 90 second buffer. Your rates show before you fund. There is no platform fee, setup fee or card surcharge.

Why do TV calls cost more?

Because TV and streaming ads cost more to run than digital ads. A call from a TV or streaming (CTV) ad is $5 more, in either language. English and Spanish calls from digital ads are the same price, and you see every rate before you fund anything.

Can my rate change after I sign up?

A price increase applies only to calls that ring at least 7 days after we tell you, by email and in your desk; a decrease applies at once. A call is always billed at the price set when it rang, so nothing is repriced after the fact, and you can pause or change your states before an increase starts. Agents who join during the preview pay the lower of today's price and the price on their first billable call, for 90 days after that call.

What is a buffer?

The buffer is how long a call has to run with you before it is billable. The greeting and ring time never count: the clock starts when you answer. Every call uses a 90 second buffer, which is long enough to confirm interest, age and state before you are charged. A call that ends before it costs nothing.

Why one buffer for every call?

So every agent pays the same price for the same call, and the price never depends on a setting. Some vendors sell the same calls at several buffers and charge more for longer ones: one publishes live transfers at $20 for 90 seconds, $25 for 120 and $30 for 180. We use 90 seconds for every call, which industry guides suggest for final expense callers.

Can I choose a different buffer?

Not today. Every call uses the same 90 second buffer. The rate on a call is locked the moment your phone rings, so nothing is repriced after the fact.

Are there any fees besides the price per call?

No. There is no platform fee, setup fee, monthly subscription or card surcharge. Your balance pays only for billable calls, and approved credits go straight back into it.

Do you offer volume pricing?

Yes, from 200 calls a month for agencies and busy agents. Tell us your states and expected volume when you apply and we will quote it before you fund anything.

What will I never be charged for?

Calls that end before your buffer, missed calls and voicemail, calls while you are Away or paused, calls outside your hours, callers outside your licensed states, the same number again within 30 days, and greeting, hold or ring time. The system checks all of these before a call is priced, so you never have to ask.

What if a charged call was not a real prospect?

Tap Request credit on the call's receipt within 7 days and pick a reason, such as no insurance interest, wrong age or a caller who expected a free benefit. A person listens to the recording and you get a written answer within 1 business day. Approved credits return to your balance right away.

Can I get my money back?

How unused balance is handled is written into your agreement, which you read before you add a balance. Approved credits for bad calls go straight back into your balance. Separately, over your first 10 business days of taking calls we hold ourselves to three things: at least 5 calls in your states and hours, approved credits at or under 15% of billable calls (judged from 10 billable calls), and every credit answered within 1 business day. If we miss one: we call you, show you the numbers and agree on a fix with you, such as credits or a pause.

Setting up and taking calls

How many states do I need?

One works, but call volume follows population and where we run ads. Agents licensed in five or more states usually stay busier. You only receive calls from states where your license is active, which we check before your first call and again over time.

What happens if I'm already on a call?

Calls at once is set to 1 unless you change it, so a second call never rings you while you are talking. You can also tap Away before an outbound call or an appointment, and nothing rings until you are back. A call that cannot reach you goes to another agent and is never charged to you.

Do I need special software or a dialer?

No. Calls ring your cell phone or a browser tab on a computer. The desk, where you set your hours, states and caps and see every receipt, runs in any browser on a phone or computer.

Is there a minimum, a subscription or a contract?

No contract and no subscription. You start with a $325 balance, about 5 calls at the English rate, and you can pause or stop any time.

Can I call or text the caller back later?

If the caller asks you to, yes, from a number you own, by hand, inside normal calling hours. Do not add callers to automated dialing or marketing texts without their written consent: that is where telemarketing rules apply again. Our compliance basics guide covers this in more detail.

Agencies

Can an agency or IMO run several agents on one account?

Yes. An agency account adds a seat for each agent, checks each agent's licenses per state, and lets you fund everyone from one balance or let each agent fund their own. Owners set caps per agent, choose how calls are shared between agents, and see spend and sales by agent on one invoice.
