Data you can use without looking over your shoulder.

Most data tools sell you a list and leave the rules to you. We put the rules on every page, build the important ones into the platform, and hold every account to them.

Know how you got the contact

A lead who asked you to call is not the same as a person whose browsing suggests interest. Every record keeps how it was acquired, and that decides how you may reach it.

Consent before automated calls and texts

Autodialed calls and marketing texts need prior express written consent naming your business. AI-voice and prerecorded calls go further: that consent must come to you directly, never through a lead seller.

Do Not Call, every time

Before any outbound calling, scrub against the National Do Not Call Registry, the state lists that apply to you, and your own do-not-call list, and stop the moment someone asks.

Legal calling hours

Calls placed through the platform are limited to 8am to 9pm in the person's local time. Several states are stricter on hours and call frequency.

No eligibility decisions

Signals data is for marketing and customer contact. It must never be used to decide credit, insurance, employment, housing, or tenancy.

No sensitive targeting

No audiences or pixels built around health conditions, financial distress, children, or other sensitive traits, and no targeting or exclusion by protected class.

Tell your visitors

Sites running Visitor ID must disclose identity resolution in their privacy policy and honor opt-outs and browser privacy signals.

Opt-outs travel

When someone opts out, they are suppressed everywhere you hold them. Consumers can also opt out of our data products directly at axelpr.com/privacy-choices.

Email means a commercial email with a clear sender, a physical address, and a working unsubscribe. Calls by hand still follow legal calling hours, state rules, and opt-out requests. AI-voice and recorded calls need written consent your business collected directly, so a lead seller’s consent never covers them, and carriers may refuse text campaigns built on consent someone else collected. What is Axel PR Signals?

Axel PR Signals is a set of data and follow-up tools for small businesses: identify website visitors, enrich and verify contacts, find people researching your service, buy opt-in leads fresh or aged, and follow up with automations and an AI calling assistant. It runs from one login with one prepaid balance.

How is it different from Exclusive Calls?

Exclusive Calls delivers people who are ready to talk today: they dial, and you answer. Signals finds everyone else: the visitors who did not call, the people researching your service, and the leads already in a database. Many accounts use both, with calls for today's jobs and Signals to fill next month's pipeline.

Where does the data come from?

From licensed identity and consumer data partners, and from opt-in lead forms run by publishers in our network. Each record carries how it was acquired, and opt-in leads show their consent record where one exists.

Do I pay if nothing is found?

No. Visitor identification and contact enrichment are charged only when a match is found. Audiences and leads are charged per record you choose to buy, after you have seen the count.

How does billing work?

Accounts run on a prepaid balance, starting at $500, that every tool draws from. You can top up by card or bank transfer, or set an automatic top-up with a monthly ceiling. There is no long-term contract.

Can I call or text the people I find?

It depends on how you got them. Leads who asked you to contact them can be called within the terms of their consent. Identified visitors, intent records, and audience records did not ask: use email, mail, and ads, and call by hand only after a Do Not Call check. Never robocall, AI-call, or mass-text anyone without prior express written consent naming your business, and use AI-voice calls only on consent you collected yourself.

Is identifying website visitors legal?

It can be done lawfully with clear notice, an updated privacy policy, and respect for opt-outs, but state laws differ and California sees active litigation. We require customers to follow our data-use standards and recommend a review by their own counsel.

Can an agency use Signals for its clients?

Yes. Agencies can run Signals on behalf of clients, with a pixel per client site and separate lists and automations per client. Ask us about multi-client accounts.
